Context

 

The implantation of the article 18 of the general food law 178/2002 has conduced to a special attention on traceability with the obligation of implementing it on 1st of January of 2005. The "hygiene package" (regulations 852-853-854/2004) derived of the " white book on food" completes it and gives new obligations on different points as:

  • Integration of primary production and logistics, GPP, HACCP
  • Traceability of agricultural practices (pesticides & fertilizers)
  • Official control  organization (control frequency & risks)

Food and feed business operators shall be able to identify from whom and to whom their products have been supplied and to have systems and procedures in place that allow for this information to be made available to the authorities. The specific requirements in terms of hygiene rules are:

  • Registration of establishments (for all food business and production)
  • A health mark (by veterinary authorities, for food of animal origin)
  • An identification mark (by companies, for food of animal origin)

There is no extraterritorial effect, but it is applicable for EU importers, and traceability could be required on a contractual basis.

The European Commission funded a specific support action ALCUEFOOD (2005-08), www.alcuefood.org –see abstract in annex-, aims to catalyze the exchange of (policy, scientific, technological, commercial, …) information on food quality and safety between the EU and the Southern Cone regions. A specific objective is to organize workshops in the Mercosur region, on key topics, such as traceability.

 

Objectives

 

  • diffuse information on advances in traceability systems in Europe and non EU countries
  • inform Latin American partners on the European research initiatives on traceability systems
  • share information on the "state of the art of traceability" and bottlenecks in South cone countries for the main agrichain (cereals, meat, fruit)
  • Evaluate opportunities to diffuse and disseminate EU research projects results to the LA scientific  community and/or food sector;
  • Define needs in  terms of scientific and technical cooperation for LA partners
  • Prepare some joint proposals for joint research project or scientific exchanges (PhD student, post-doc, …)
  • Elaborate concept notes for specific needs in research on traceability systems in LAC countries

 

Content

 

The first day will be opened to invited scientific and industrial Chilean partners. A participation of Canada representative will complete the panorama on advances on traceability systems.
 
The workshop will focused on three main topics:

  • Fingerprints and analytical tools for generic traceabity systems
  • Geomatics for traceabilty of agricultural practices
  • Information systems, including protocol interoperability and wireless "ad hoc" network for data acquisition in rural areas

These three topics will be discussed in working groups
